I do have the exact same problem.
Windows 7 Ultimate installed (x86) On a clean, updated windows7 install i do the following: Install ShellObjectEditor 3.21 Click "create new" write name "test" write tooltip "test" click "next" select "shellobject behave like program" write "notepad.exe" or browse to "%windir%\system32\notepad.exe" select "install for all users" (also tried with only for this user) position select: "desktop" click "next" special flags (have also tried with all off, all on) select: "allow delete","enable property sheet" click "finish" The new shell object gets displayed in the program Then it also appears on the desktop (some times i need to refresh(F5) others it appears right away) Doubleclick it and I get an EXPLORER.EXE error "Unspecified Error" --- Creating FOLDER desktop objects to both C: and D: works fine! Only thing is, if I click a desktop OBJECT SHORTCUT, then the shortcut opens to the folder it was set to open, then, while in that folder, i cannot create any new folders.. I must manually navigate to it, to be able to do that, or go into a subfolder, then create a folder, cut it, and move back to the root folder, and paste it...

afaik the shell object editor does no longer work under windows 7, although i havn't tried it yet. links to folders can be done via the integrated "libraries" in the explorer, works quite well. shell objects which are programs can't be done that way, unfortunately.
